Rc.No.1570 ( Revised Guidelines for Rationalization of Teachers

Department of School Education has Revised the Rationalization Guideline Through Rc.No: 1570,dt.02.05.2011. To download the Proceeding 
The attention of all the Regional Joint Directors of School Education and District Educational Officers in the State is invited to the reference read above, and they are informed that the following guidelines are issued to complete the rationalization.
1. The Project Officer, RVM (SSA) shall be a member in the District Level Committee,
2. The date of reference for enrolment and sanctioned posts of each school is 30th September, 2010 i.e. DISE data already submitted to SSA/Department be followed
3. In addition to the pattern in Annexure-III in respect of English Medium sections started in SUCCESS Schools, the following additional School Assistant posts are to be counted under eligible posts.
i. School Assistant (Maths)
ii. School Assistant (English)
iii. School Assistant (Social Studies)
iv. School Assistant (Bio. Science)
4. Annexure III is applicable only for single medium school.
In respect of parallel medium schools like Telugu and Urdu, Telugu & Hindi etc. the staff pattern should be treated separately for each medium, except for common posts viz., Headmaster, P.E.T., Craft in a school.
5. In a district where the No. of School Assistants (1st language) and School Assistants (2nd language) are less than required as per staff pattern, language pandit Gr.II can be counted against School Assistants (Languages) concerned in the staff pattern to the extent of short fall of those posts in High Schools in Annexure-III.
6. The SGTs working in High Schools/Upper Primary Schools shall not be shifted unless School Assistants are provided to that school as per staff pattern.
7. If already School Assistant (Bio.Science / Phy. Science) are working in
Upper Primary Schools, they shall not be shifted and they shall be
retained in place of School Assistant (Maths)
8. If the enrolment in VI to X Class is more than 1240, the sequence in
Annexure-III shall be followed for staff pattern.
All the District Educational Officers are requested to complete

Introduction of English subject as Second Language from 1st Class in the Govt.Schools in AP from the Academic year 2011-2012

Government of Andhra Pradesh introduction of English subject as Second Language from 1st Class from the Academic Year 2011-2012 based on the report of Regional Institute of English, South India, Bangalore.

Report Says like this :

The  Regional Institute of English, South India, Bangalore has submitted its report on the present position of English and its importance of School Education level for introduction of English Language from class 1 level English plays an effective role imparting academic knowledge to the young children and helpful in higher learning of later stage. The level of introduction of English is now a matter of greatconcern in view of introduction of English as medium of instructions in majority that the parents and community members aspiring for English to be introduced from class I (One) onwards. It is observed throu field monitoring that mostly in rural areas parents are withdrawing their childrem from Government Telugu medium Schools due to lack of English teaching in schools. At present English as a subject is being implemented in the State from class III onwards. The Regional Institute of English south India Bangalore, has recommended for the introduction of English Language from class 1 itself i.e., without making it burden for the Children learn language most effectively in the early years. Therefore it will be effective if English language is introduced from class I (One) onwards.

Government suggestions as follows : 
  • Introduction of English as a subject from Class I onwards.
  • Development of effective textbooks from class I to V reflecting constructivist as recommended by National Curriculum Frame work 2005 and effectively adopted and improved by Kerala and other states.
  • Development of Texbooks in co-ordination with Regional Institute of English South India, Bangalore duly involving Prof.Jai Rajan & Prof. Anandan who are continuously involved in capacity building of resource groups in A.P.
  • Development of appropriate reading material and learning cards for effective English Language acquistion. 
  • Strengthening of Existing ELTCs in all DIETs and development of district wise resource groups in collaboration with RIE and SCERT,A.P.
  • Planning appropriate strategies for the professional development of teachers and for on job support.

O R D E R:
Government hereby order the revision of rates of Dearness Relief sanctioned
in the G.O. 5th read above from 16.264% to 24.824% from 01.07.2010 in respect
of: -
(i) those who retired from service after 01.7.2008 and drawing
pension in the Revised Pay Scales, 2010;
(ii) those who retired prior to 01.7.2008 and whose pension was
consolidated in the light of orders issued in the G.O. 2nd read
above;
(iii) those who retired prior to 01.01.1996 drawing UGC Pay Scales
and whose pension was ordered to be consolidated in the light
of orders issued in G.O. (P) No.95, Finance (Pen.I) Department,
dated 01.08.2000 and
(iv) the monetary benefit of Dearness Relief now sanctioned above
shall be with effect from the month of July, 2010.
2. Government also hereby order the revision of rates of Dearness Relief from
73.476% to 88.548% with effect from 01.07.2010 to the Pensioners who are
drawing their pension in Revised Pay Scales, 2005 and not consolidated in terms of
the orders issued in the reference 2nd read above.
3. Government also hereby order the revision of rates of Dearness Relief from
94.07% to 107.158% with effect from 01.07.2010 to the Pensioners who are
drawing their pension in Revised Pay Scales, 1999 and not consolidated in terms of
the orders issued in G.O.(P) No.248, Finance (Pen.I) Department, dated 04.10.2005.
