            In the GO MS NO 152, maternity leave has been enhanced from 120 days to 180 days to the married women employees of State Government.  Therefore, the Commissioner and Director of School Education, Hyderabad in the From the C&DSE, Hyderabad, Lr.Rc.No.579/C3-2/2012, dt: 31-8-2012 has requested the Government to amend the orders issued in the G.O.Ms.No.70,SE(Ser.V) Dept, dt: 06-07-2009,to suit the orders of the Finance Department. After careful examination of the matter, Government hereby amend the paragraphs 2(B) and 2 (C) of reference G.O.Ms.No.70, SE(Ser.V) Dept, dt: 06-07-2009, as under:

Head Master of High Schools:

The Head Master of High Schools shall have authority to grant Casual Leave/Special Casual Leave (Special Casual Leave when permitted by the Government) and also other types of leave(Earned Leave/ Half-pay Leave/ Commuted leave/ Maternity Leave and Extraordinary Leave) upto 4 months to the teachers working in their respective High Schools, subject to the condition that the teachers report back to the same school from where they went on leave and continue to work there.
Head Master of High Schools:

The Mandal Educational Officer shall have the authority to grant Casual Leave/Special Casual Leave (Special Casual Leave when permitted by the Government) and also other types of leave upto 4 months to the Head Masters and other teachers of Primary and Upper Primary Schools in the Mandal, subject to the condition that the Head Masters and teachers report back to the same school from where they went on leave and continue to work there.
Mandal Educational Officer:

The Mandal Educational Officer shall have the authority to grant
 Casual leave/Special Casual Leave (Special Casual Leave when permitted by the Government) and also other types of leave upto 4 months to the Head Misters and other teachers of Primary and Upper Primary Schools in the Mandal, and in respect of Maternity leave to lady teachers upto 180 days, in terms of G.O.Ms.No.152, Finance (FR.I) Dept, dt:04-05-2010, subject to the condition that the Head Masters and teachers report back to the same school from where they went on leave and continue to work there.
The Commissioner & Director of School Education, Hyderabad shall take necessary action accordingly.

Government hereby order the revision of rate of Dearness Allowance sanctioned
in the G.O. 20th read above to the State Government employees in the Andhra Pradesh
Revised Pay Scales, 2010 from 29.96% of the basic pay to 35.952% of basic pay from 1st
July 2011.
2. The Dearness Allowance sanctioned in the above para shall also be payable to
to:
i) The employees of Zilla Parishad, Mandal Parishad, Gram Panchayats,
Municipalities, Municipal Corporations, Agricultural Market Committees and
Zilla Grandhalaya Samasthas, Work Charged Establishment, who are drawing
pay in a regular scale of pay in the Revised Pay Scales, 2010 and to the full time
contingent employees whose remuneration has been revised from Rs.3850/- to
Rs.6700/- per month vide G.O.Ms.No.171, Finance (P.C.III) Department, dated
13.05.2010.
ii) Teaching and Non-Teaching Staff of Aided Institutions including Aided
Polytechnics who are drawing pay in a regular scale of pay in the Revised Pay
Scales, 2010.

iii) Teaching and Non-Teaching Staff of Universities including the Acharya N.G.
Ranga Agricultural University, the Jawaharlal Nehru Technological University
who are drawing pay in a regular scale of pay in the Revised Pay Scales, 2010.
3.1. Government also hereby order the revision of rates of Dearness Allowance in
respect of State Government employees drawing the Revised U.G.C Pay Scales, 2006, from
51% to 58% of the basic pay with effect from 1st July 2011.
3.2. The above rate of Dearness Allowance is also applicable to:
(i) the Teaching and Non-Teaching staff of Government and Aided Affiliated
Degree Colleges who are drawing pay in the Revised U.G.C Pay Scales,
2006.
(ii) the Teaching staff of the Universities including the Acharya N.G. Ranga
Agricultural University and the Jawaharlal Nehru Technological University
and the Teaching staff of Govt. Polytechnics who are drawing pay in the
Revised UGC/AICTE Pay Scales,2006.
4.1. Government also hereby order the revision of rates of Dearness Allowance in
respect of State Government employees drawing the Revised U.G.C Pay Scales, 1996, from
115% to 127% of the basic pay with effect from 1st July 2011, as DA equivalent to 50%
Basic Pay was already merged through G.O.Ms.No.9, Higher Education (U.E.I) Department,
dated: 8-2-2006 and G.O.(P)No.173, Finance (PC.I) Department, dated:23.07.2007.
4.2. The above rate of Dearness Allowance is also applicable to:
(i) the Teaching and Non-Teaching staff of Government and Aided Affiliated
Degree Colleges who are drawing pay in the Revised U.G.C Pay Scales,
1996.

Direct Recruitment for Posts of Teachers by District Selection Committee (GO MS NO 159,Dt.16.11.2011)

The  Commissioner and Director of school Education has submitted proposals for permission to notify and fill up the vacancies of various categories of Teachers by Direct Recruitment through District Selection Committee.


2.       After careful examination of the proposal, Government hereby permit the Commissioner and Director of School Education to initiate the process of recruitment to fill up 11,139 vacancies of teacher posts as indicated below:-

Accounts Test for Executive Officers-Not equivalent to pass in Accounts Test for Subordinate Officers

The Govt., have examined the directions of the Hon’ble A.P. Administrative Tribunal & observe that according to A.P. Departmental Test Rules, 1965, the following syllabus is prescribed for the Accounts Test for Executive Officers & Accounts Test for Subordinate Officers Part-I & II:-

THE ACCOUNTS TEST FOR EXECUTIVE OFFICERS:
(1) The A.P. Financial Code-Chapters I –VIII & XII-XIV.
(2) The A.P. Treasury Code-Part-I & Part-II (Chapters III, V & VII) & Part-III (Chapter-IV).
(3) The A.P. Budget Mannual-Chapter I-V, VII & VIII.
(4) An Introduction to Indian Govt., Accounts & Audit Chapter-I, Part B of Chapter 2, Chapter 10, 13, 15, 16, 17, 24, 25, 27 & 28.
(5) The Constitution of India, 1950 - Articles 148 to 151, 202 to 207, 264 to 293 & 308 to 314.
(6) The A.P. Pension Code.

THE ACCOUNTS TEST FOR SUBORDINATE OFFICERS PART-I:

(4) The Govt., Securities Mannual, Third Edition. Chapter I (omitting paragraphs 10 & 11), Chapter II (omitting paragraphs 13 & 23), Chapters IV, V, VI, IX & X (omitting paragraph 123 & Appendix II) & the A.P. Govt., Securities Rules, 1937.
(5) The Constitution of India, 1950. Articles 148 to 151, 202 to 207, 264 to 293 & 308 to 314.
(6) An Introduction to the Indian Govt., Accounts & Audit.

It is considered that the above syllabus prescribed for the Accounts Test for Executive Officers is covered by the syllabus prescribed by the Accounts Test for Subordinate Officers Part I & II, but, the syllabus prescribed for the Accounts Test for Subordinate Officers Part I & II has not been totally covered by the syllabus of Accounts Test for Executive Officers. Therefore, pass in Accounts Test for Subordinate Officers for Part I & II can be considered as equivalent to the passing Accounts Test for the Executive Officers but a pass in Accounts Test for Executive Officers cannot be equated for a pass in Accounts Test for Subordinate Officers.

Part- I & Part-II..

Keeping in view of the above, Govt., hereby clarify that such of the Govt., Servants who have passed Accounts Test for Subordinate Officers Part-I & II, can be exempted from passing Accounts Test for Executive Officers, but the Govt., Servants who have passed in Accounts Test for Executive Officers cannot be exempted from a pass in Accounts Test for Subordinate Officers Part-I & Part-II, where such tests are prescribed in the rules.

Green Channel Scheme ( GO MS No:147, dt.11.07.2011)

GREEN CHANNEL SCHEME

The Finance Department of Andhra Pradesh instructions were issued for issue of Budget Release Order (BRO) for the schemes under Non-Plan during the year 2011-12 for which sanction of expenditure by Government is necessary and also for all Plan schemes. In line with the reference CM Peshi and keeping in view the need to enhance predictability of resource transfers to Government programmes and schemes that extend direct benefit to poorer sections of population, a “Green Channel Scheme” is now introduced for such programmes/schemes on a pilot basis. The Green Channel schemes include welfare programmes relating to Agriculture, Rural Development, School Education, Medical and Health, all essential items relating to smooth functioning of hostels run by all Welfare departments All Diet Charges of all departments are also included. . Details of such programmes / are indicated at Annexure-I to this order. The following procedure shall be adopted for payment of bills relating to such schemes / programmes.

(1)   Finance Department will release B.R.O. for balance budget provision for the above schemes / programmes (mentioned in the Annexure) for current year, without any formal request from the concerned departments. (Budget 2011-12 Head of account linking for schemes is included as Annexure –II).
(2)   Administrative Department will issue required appovals based on the BRO issued by Finance Department.
(3)   The HOD will give distribution statement for the entire year based on periodicity of release indicated for each programme / scheme in the Annexure.
(4)   The DTA will give single authorization for scheme / programme as per BRO released by Finance Department and the distribution statement of the HOD, while clearly indicating the maximum amount that can be drawn per periodic interval( month /quarter etc) by each DDO.
(5)   District officials / implementing agencies shall prefer bills as per periodicity indicated in the annexure subject to a maximum of the amounts authorized per period.
(6)   The DTA/PAO shall pass bills and ensure the payment under intimation to Finance Department within the periodic ceilings prescribed under point 4 above.
(7)   It is the responsibility of respective Departments to ensure that Programmes / Schemes are implemented smoothly without any hindrance.

In exercise of the powers conferred by the proviso to Article 309 of the Constitution of India and of all other powers hereunto enabling the Governor of Andhra Pradesh hereby make the following special rules for the Andhra Pradesh Tribal Welfare Subordinate Service. Right To Education Act 2009 Rules in Andhra Pradesh



RIGHT TO EDUCATION ACT -2009 RULES IN ANDHRA PRADESH

The Indian Parliament enacted the Right of Children to Free and Compulsory Education Act,2009 (Act No.35 of 2009) to provide free and compulsory education to all children of the age of six to fourteen years.
2.     The Ministry of Law and Justice, have issued a Gazette notification (Extraordinary) No.359, dated 16.02.2010 under the Right of Children to Free and Compulsory Education Act,2009 appointing the 01.04.2010 as the date on which the provisions of the said Act shall come into force in the state.
3.     After careful consideration, the State Government have decided to issue the Right of Children to Free and Compulsory Education Rules, 2010 for the State of Andhra Pradesh under the provisions of the Right of Children to Free and Compulsory Education Act,2009 (Central Act No.35 of 2009).
4.     The Commissioner, Printing and Stationery and Stores Purchase, AP, Hyderabad is requested to publish the following Notification in an Extraordinary issue of the Andhra Pradesh Gazette dt. 05.03.2011.

NOTIFICATION – I
In exercise of the powers conferred by sub-section (i) of Section 38 of the Right of Children to Free and Compulsory Education Act',2009 (Act No.35 of 2009), the Governor of Andhra Pradesh hereby makes the following Rules.
1. Short title
These Rules may be called "The Andhra Pradesh Right of Children to Free and Compulsory Education Rules, 2010".
2. They shall be deemed to have come into force with effect from 1st
April'2010.
3. Definitions :-
(I) In these rules, unless the context otherwise requires,
(1) 'Act' means The Right of Children to Free and Compulsory Education Act 2009.
(2) Anganwadi' means an Anganwadi Centre established under the Integrated Child Development Scheme of the Ministry of Women and Child Development of the Government of India
(3) Child' means any child male or female in the age group of 6 to 14 years and includes a child who has completed five years of age as on 1stSeptember of the year of admission.
(4) Child belonging to socially disadvantaged group means and includes a child belonging to the schedule caste, schedule tribe, orphans, Migrant and Street children, Children With Special Needs and HIV affected/infected children.
(5) A child belonging to Weaker Sections means a child belonging to BC, Minorities and includes OCs whose parents' income does not exceed Rs. 60,000/- Per annum.
(6) 'Collector' means the head of civil and revenue administration in the district
(7) 'Corporator' means elected member of a ward of a Municipal Corporation within the limits of Andhra Pradesh or of the Greater Hyderabad Municipal Corporation.
(8) 'Councilor' means elected member of a ward of an urban local body
(9) 'District' means a revenue district of the State.
(10) 'District Educational Officer (DEO)' means the officer responsible for implementing the programmes for elementary education at district level.
(11) "ECE" means Early Childhood Care Centers established by Sarva Siksha Abiyan in the premises of primary schools or elsewhere to provide pre-school education to the children in the age group of 3-5 years.
(12) 'Elementary School' means a school that imparts education between class I and class VIII. It includes all existing schools in Andhra Pradesh, namely, Primary, Upper Primary & High Schools having these classes
(13) 'Free Education' means and includes providing elementary education to all children with no direct costs like fees/capitation fees, or indirect costs like kind/services / fees for stationary, etc. to be borne by the parents of child. The Government shall provide free textbooks, notebooks @ 1 notebook per subject and other writing material, midday meals with Nutritional values, uniforms in neighborhood schools run by the Government.
(14) 'Gram Panchayat 'means Gram Panchayat constituted under the Andhra Pradesh Panchayati Raj Act 1994.
(15) 'Local authority' means, the mandal parishad / zilla parishad / municipalities as the case may be, in their respective jurisdictions for the purposes of the Act.
(16) "Mandal Educational Officer (MEO)' means the officer responsible for implementing the programmes for elementary education at the mandal level.
(17) 'Mandal Resource Person (MRP)' means a resource teacher who coordinates academic activities in a cluster of schools
(18) 'Neighborhood area of a school' means the habitations in a safe walking distance of 1 km for a Primary School, 3 kms for an Upper Primary / High School having classes VI to VIII.
(19) 'Out of School Child' means a child in the age group of 6-14 who has not completed elementary education (who is either never enrolled in the school or dropped out without completing elementary education). A pupil of an elementary school absent for more than one month shall also be considered to be an out of school child.
(20) 'Primary school' means a school that imparts education between class I and class V.
(21) 'Sarpanch' means elected head of the Gram Panchayat.
(22) "School mapping" means planning school location to overcome social barriers and geographical distance and includes assessing availability of schooling facilities for elementary education based on certain fixed norms and standards in terms of location, infrastructure, teachers, by using the method of distance matrix between one habitation and other habitations. It includes The Geographical Information System (GIS) mapping of all the schools in Andhra Pradesh prepared by the Rajiv Vidya Mission (SSA), Andhra Pradesh.
(23) 'State' means the state of Andhra Pradesh
(24) 'State Government' means the Government of Andhra Pradesh.
(25) 'Specified Category' in relation to a school means the residential schools including Kasturba Gandhi Baalika Vidyalayas (KGBVs) and Minority residential schools run by Andhra Pradesh Residential Educational Institutions Society (APREIS), Andhra Pradesh Social Welfare Residential Educational Institutions Society (APSWREIS), Andhra Pradesh Tribal Welfare Residential Educational Institutions Society (APTWREIS), Ashram Schools run by Integrated Tribal Development Agencies (ITDAs), Sports schools run by Sports Authority of Andhra Pradesh (SAAP) in addition to Kendriya Vidyalayas, Navodaya Vidyalayas, Sainik Schools for the purposes of sub-clause (III) of clause (n) of section (2) of the Act.
(26) "The Academic Authority under the Act" means The State Council for Educational Research and Training, Hyderabad, Andhra Pradesh.
(27) "The Implementing Authority of the Act" means the State Project Director,Sarva Shiksha Abhiyan, and it includes the Commissioner and Director of School Education, Andhra Pradesh.
(28) 'Walking Distance' means the distance covered by a child from habitation to the school.
(29) 'Ward Member' means elected member of a ward of Gram Panchayat. All other words and expressions used herein and not defined but defined in the Act shall have the same meaning respectively assigned to them in the Act.
4. Special Training For Out of School Children
(1) The School Management Committee/ Local Authority shall identify children requiring special training and organize such training in the following manner, namely:
(a) The special training shall be based on specially designed, age appropriate learning material, approved by the academic authority specified in section 29(1) of the Act.

Cashless treatment to A.P.Government Employees, Pensioners and their family members (HEALTH CARDS)

1.         The Government has decided to provide comprehensive health care to all Government Employees, Pensioners, and their family members, on cashless basis through an appropriate scheme in lieu of the present medical reimbursement system. In order to implement the Scheme effectively, the Government has held a series of meetings with the Joint Action Committee of Employees, Teachers, Workers and Pensioners, and A.P. Secretariat Employees’ Co-ordination Committee representatives to discuss the scheme and its implementation modalities. Based on the inputs received during these meetings, the Government has decided to operationalise the scheme for comprehensive health care for employees, pensioners and their families in a time bound manner.
2.         Accordingly, the Government hereby constitute a Committee with the following members to analyse all aspects of the scheme and make comprehensive recommendations for its effective implementation:
