REVISED JOB CHART OF THE DISTRICT EDUCATIONAL OFFICER (REGULAR)

1.ACADEMIC FUNCTIONS :
(a) INSPECTIONS :
(i) Secondary school sections attawched to all the Junior Colleges in the District 100% of High School of Gazetted Head Masters of a, Presidential scholls during the year at least two per month.
(ii) One panel inspection to a Secondary School in a month (Tabular inspections and subject panel inspections club)
NB : - All the inspection reports should reach DSE/RJD 3days after the inspections. 
(iii) Officers of Deputy Educational Officers one office in two months.
(iv) Officers of Mandal Educational Officers/Deputy Inspectors of Schools (Urban /Range) - FIVE. Except Hyderabad city where the number may be one per month.
(v) Office of N.F.E. Supervisors : Two per month. 
Note : - Office of the PEO and TTI and B.Ed., colleges are to be inspected by the Regional joint Directors as per job chart. Hence they are excluded here.

(b) VISITS (MONTHLY): 
(i) High School sections attached to Junior Colleges    - 2
(ii) HIgh Schools - 8
(iii) Upper primary Schools - 10
(iv) Elementary Schools - 10
(v) N.F.E. Centres - 10
(vi) N.F.E. Supervisor's Office - 3
(vii) (3 T.I.Rs of High Schools) 3 follow up visits of High Schools which are inspected by Deputy Educational Officers.
(viii) Residential Schools.
(ix) Special Schools.
(x) Hindi Vidyalayas Oriental Schools.
(xi) N.F.E. Educational literacy camps and Adult Education Centres wherever they exist.
(xii) 2% of other category of Schools (per annum)

NB :- Visit reports should be submitted to the Director of School Education within a week after the visit.
3 - may be detailed T.I.R. Inspections.
1 - may be subject panel Inspection.
4 - visits to C&D grade Z.P.Schools.
2 - Private aided schools getting low/poor results.

(c) REVIEWS ( PER MONTH) 
(i) Review of inspection reports of the Deputy Educational Officers and Mandal Educational Officers in the ratio of 1 High school, 2Upper Primary Schools and 3 Elementary Schools and follow up work.
(ii) Review meeting with the Deputy Educational Officers, Mandal Educational Officers, Parishad Educational Officer with reference to Plan Schemes and academic matters.
(iii) One consultative Committee Meetings of the teachers (once in tow months)
(iv) Review of Meeting with N.F.E. Supervisors and Co-ordinators.
(v) Review of accounts cell/pension cell on every Monday.
(vi) Review of Vocational Educational programme.

(d) PERIODICAL MEETINGS etc.
(i) Organisation and conduct of academic courses for teachers Headmaster and Mandal Educational Officers periodically.
(ii) Review of the academic performance of teachers and fixing targets of achievement for schools and inspecting offices.
(iii) Submission of T.I.Rs of the schools (inspected by him)
(iv) Publication of Bulletins highlighting academic advancement in the District.
(v) Promotion action research projects by the Teachers.
(vi) Promoting incentive schemes for teachers, Headmasters, students etc.,
(vii) Attending to the organisation and conduct of programmes and activities of NCERT, SCERT/SCOUT AND GUIDES/Jr.Red Cross, N.C.C., Sports and Games, Sports Council/Cultural affairs/Children's organisation (Balala Academy ), N.F.E. etc.

18th National Children's Science Congress-2010
నేషనల్ చిల్డ్రన్స్ సైన్సు కాంగ్రెస్ ఎగ్క్షిబిశన్ ది 11 .11 .2010 న శ్రీ రామకృష్ణ పబ్లిక్ స్కూల్, కాకినాడ లో జరిగినది. దీని గురిచి మా స్కూల్ నుంచి ఇద్దరు విద్యార్దులను తీసుకొని వెల్లడ మైనది. స్కూల్ నుండి ఉదయం  8 గంటలకు బయలుదేరి వెల్లడ మైనది. రిజిస్ట్రేషన్ అవి పూర్తి చేసుకోవడానికి 10 .30 గంటలు ఐనది. మేము తీసుకొని వెళ్లిన ప్రాజెక్ట్ మృతిక క్రమక్షయం ( Soil Erosion ). మా డిస్ప్లే ఉంచాడ మైనది. ప్రాజెక్ట్ ను డైరెక్ట్ గా Judges దగ్గరకు ఒకరి తరువాత ఒకరిని పిలిచారు మా నెంబర్ రాగానే మా స్కూల్ విద్యార్దులు వెళ్లి ప్రాజెక్ట్ గూర్చి చెప్పినారు. ప్రాజెక్ట్ అంత చక్కగా చెప్పినామని పిల్లు చెప్పడం జరిగినది. బిల్డింగ్ క్రింది రూం లోనికి వెళ్ళమని చెప్పినారు. మా ప్రాజెక్ట్ ను తీసుకొని అక్కడ ఉంచటం జరిగినది. విసితొర్స్ వచ్చి అందరి ప్రాజెక్ట్ లు చూస్తారని అనుకున్నాము. మా విద్యార్దులు కూడా అందరి ప్రాజెక్ట్ లు చూడవచు అని సరదా పడ్డారు. కాని ఓబ్సేర్వేర్స్ (Judges ) దగ్గరకు వెళ్లి ప్రాజెక్ట్ గూర్చి చెప్పిన తరువాత అందరు వారి వారి ప్రాజెక్ట్స్ ను తిరిగి ప్యాక్ చేసుకొనినారు. ఎవరు కూడా డిస్ప్లే కి ఉంచలేదు. ఇతర స్కూల్ విద్యార్దులు వచ్చి ఎవరు చూడలేదు. మరియు మేముకూడా ఫస్ట్ , సెకండ్, థర్డ్ వచ్చిన వారి ప్రాజెక్ట్ లను చూడలేదు. ప్రిజెస్ ఏవిధంగా సెలెక్ట్ ఐనోదో తెలియలేదు. చక్కగా అన్ని ప్రాజెక్ట్ లు చూసి ఇన్స్పిరే అవ్వడానికి ఏవి ఎలా తయరుచేసారో తెలియలేదు.

Job Chart of Mandal Education Officers

Job Chart of the Mandal Education Officers defined in the following order. 
Rc.No. 1998/C2-1/96 of C & DSE A.P.Hyderabad, Dt.16-08-1996
 I. Academic Functions :
A. Inspections and Visits : 
  1. To draw a programme for academic year namely June-May in the prescribed form for the inspection of Primary/Upper Primary/Night Primary Schools in prescribed proforma and submit to District Educational Officer for approval by 30th April preceding the year to which it relates.
  2. Every Primary/Upper Primary School shoulbd be covered by one inspection, one follow up visit and surprise visit.
  3. In addition to annual inspection, surprise visits, visits for impraovement should be made by the Mandal Educational Officers in their jurisdictions.
  4. At least 5% of the Non-Formal Educational centres should be visited by the Mandal Educational Officers in every month.
  5. At least two adult literacy centres should be visited in every month.
  6. Monthly submission of inspection visit reports to Deputy Educational Officers by 5th every month.
  7. Maintenane of inspection visit charts.
  8. Inspection and visits to hostels.
B.Conduct of Meeting and Organisation of Seminars and Workshops
  1. To assist the District Educational Officers/Deputy Educational Officers and other Allied Agencies in organising meetings. seminaries and workshops to improve professional connections.
  2. Organisation of School complex programme in every month.
  3. To conduct teachers association meetings in every monthand providing guidance to teachers both academically and administratively. 
C. Academic and Innovative Practices for Improvement of Quality of Education in Primary Schools/Upper Primary Schools.
  1. Giving demonstration lesson and organising demonstration lessons by competent teachers adopting modern techniques and trends of teaching.
  2. Adoption of one "C" category of School and develop it as model school through special visits , inspections and providing Model lessons.
  3. Trying out innovation in selected schools.
  4. Scrutiny of evaluation tools and procedures adopted and assessing their quality in the School academic activities.
  5. Assessing the school on the basis of their performance in curricular and Co-curricular activities and bestowing more attention on these schools below the minimum level, as a priority. The Mandal Educational Officers should classify and identify the School on the criteria.
  6. Providing guidance in the preparation and implementation of institutions and instructional plan and programme of supervised study and remedial instructions.
  7. To encourage teachers in under taking research programme viz., Action reasearch work programmed learning, experimental project etc.

II.ADMINISTRATIVE FUNCTIONS :
A.Opening of New primary Schools, Up-gradation of Primary Schools, Proposal for Recognition of Primary Schools/Upper Primary Schools etc.
  1.  Sponsoring proposals for opening of new primary Schools in Schools less centres to the District Educational Officers.
  2. Sponsorning proposals for up-gradation of primary Schools into Upper Primary Schools to District Educational Officers.
  3. Recommendation of uneconomic primnary Schools / upper primary Schools to foreclosure if necessary.
  4. Sponsoring proposals for the shifting of defunct or uneconomic Primary Schools / Upper Primary Schools to needy places with the provision.
  5. Indentification of School less centres and updating schools survey annually.
  6. Sponsoring proposals for temporary Recognition and permanent Recognition of Primary Schools / Upper Primary Schools.
  7. Scrutinizing applications for Recognition and grant-in-aid in respect of Non-Government Schools and request for adhoc grant.
