GREEN CHANNEL SCHEME
( GO MS NO:147, dt.11.07.2011)
The Finance Department of Andhra Pradesh instructions were issued for issue of Budget Release Order (BRO) for the schemes under Non-Plan during the year 2011-12 for which sanction of expenditure by Government is necessary and also for all Plan schemes. In line with the reference CM Peshi and keeping in view the need to enhance predictability of resource transfers to Government programmes and schemes that extend direct benefit to poorer sections of population, a “Green Channel Scheme” is now introduced for such programmes/schemes on a pilot basis. The Green Channel schemes include welfare programmes relating to Agriculture, Rural Development, School Education, Medical and Health, all essential items relating to smooth functioning of hostels run by all Welfare departments All Diet Charges of all departments are also included. . Details of such programmes / are indicated at Annexure-I to this order. The following procedure shall be adopted for payment of bills relating to such schemes / programmes.

(1)   Finance Department will release B.R.O. for balance budget provision for the above schemes / programmes (mentioned in the Annexure) for current year, without any formal request from the concerned departments. (Budget 2011-12 Head of account linking for schemes is included as Annexure –II).
(2)   Administrative Department will issue required appovals based on the BRO issued by Finance Department.
(3)   The HOD will give distribution statement for the entire year based on periodicity of release indicated for each programme / scheme in the Annexure.
(4)   The DTA will give single authorization for scheme / programme as per BRO released by Finance Department and the distribution statement of the HOD, while clearly indicating the maximum amount that can be drawn per periodic interval( month /quarter etc) by each DDO.
(5)   District officials / implementing agencies shall prefer bills as per periodicity indicated in the annexure subject to a maximum of the amounts authorized per period.
(6)   The DTA/PAO shall pass bills and ensure the payment under intimation to Finance Department within the periodic ceilings prescribed under point 4 above.
(7)   It is the responsibility of respective Departments to ensure that Programmes / Schemes are implemented smoothly without any hindrance.

It is hereby notified that the (1) Professional Advancement Test for the eligible in-service teachers in the cadre of SGBT, Junior inspector of schools (2) Automatic Advancement Scheme Examination for Grade-II Pandits, P.E.T’s and for Special teachers in Craft, Tailoring, Sewing, Drawing, Music, Agriculture & Radio Technology and (3) Simple Orientation Test for Grade–I Pandits will be conducted in the month of September, 2011. The date of conduct of Examination will be communicated later.
This Examination is meant for the teachers who have completed the required period of service as per G.O.Ms.No.329; Dated 10-08-1983 and other relevant Government Orders.

In exercise of the powers conferred by the proviso to Article 309 of the Constitution of India and of all other powers hereunto enabling the Governor of Andhra Pradesh hereby make the following special rules for the Andhra Pradesh Tribal Welfare Subordinate Service. Eligibility of Family Pension in Certain Cases :

The widows/eligible members of the families of District and Sessions Judges governed by the All India Services (Death-cum-Retirement Benefits) Rules, 1958 and retired/died before 1-4-1978, be allowed Family Pension under Andhra Pradesh Government Servants Family Pension Rules 1964.

Optaion : - A Government servant who holds a post under the Government on the 29ath October, 1979, on regular basis and who is governed by the civil Service Regulations, Hyderabad Civil Service RAules, Revised Pension Rules 1951, Andhra Pradesh Liberalised Pension Rules 1961 or the benefits of drawing pension under the Old Pension Rules under Civil Service Rules reduced by Pension equivalent of the retirement gratuity under the Andhra Pradesh Liberalised Pension Rules 1961as the case may be, and the Andhra P{radesh Family Pension Rules 1964, and to whom these rules apply shall be entitled to exercise an option  to continue under the Pension Rules by which he is governed on the 28th October, 1979, or to elect to come to the Andhra Pradesh Revised Pension Rules 1980.

(a) at any time six months prior to the date of retirement on superannuation : or
(b) incases of invalidation from service or voluntary retirement or compulsory retirement, within fifteen days of the said event occurring or 
(c) in the case of those who have already retired subsequent to the 28th October, 1979, within three months from the date of issued of these rules, failing which he shall be deemed to have elected to be governed by thses rules.

NORMS AND PROCEDURE FOR FORMATION OF SCHOOL COMPLEX :
School Complex was formed as per proceeding RC.no. 167/L2-1/2003 of the Commissioner and Director of School Education, Andhra Pradesh Dt.11.11.2003

In a School complex each secondary school is integrally related to 10 to 15 primary Schools and Upper Primary Schools i.e., Government, Mandal Praja Parishad, Zilla Praja Parishad, Municipal Schools, that exists in its neighbourhood so that they form one complex of educational facilities. For this purpose the secondary school must be full fledged with Headmasters post.
The Headmaster of all primary and upper primary school shall become the members of the complex. The school complex helps in sharing of staff and material by the schools situated in a locality, and it involves co-operative effort. If there is no high school in the comp-plex area with sanctioned post of headmaster, upgraded high schools may be considered. Where no secondary schools are available, a number of primary schools closely located can be clubbed to an Upper Primary School which will act as "lead"school. 
CHARACTERISTICS OF SCHOOL COMPLEX
It is built around a secondary school. 
It is taken as a unit of educational reform or development.
It is used as a unit for introducing better methods of Instructions and evaluation and for regulating transition of children from one class to the other and from one school ato the other.
It will perform certain tasks given by the department and deal with the individual schools in its fold.
The Headmaster of secondary school will plan the work and gives guidance to all the schools in the area of the school complex. 
Each school complex shall have a committee under the chairmanship of the Headmaster of the Nucleus schools and the heads of the Primary and Upper Primary School as its members.
It will endeavor to improve standards through co-operative efforts. 
OBJECTIVES OF THE SCHOOL COMPLEX 
The school complex performs a facilitator role for improving the overall quality of the education by way of providing support in terms of men and material.
The school complex shall monitor the performance of individual schools and categorise the schools and teachers based on performance.
